The pilot had reported that both engines had failed as he was preparing for landing - before crashing onto Interstate 75 near Naples about 3.15pm and colliding with vehicles on the road.
The flight was traveling to the Naples Airport from Ohio State University, according to FlightAware data.
The plane belonged to Hop-a-Jet, a Florida-based private chartering company, and was not related to the university.
The FFA closed all southbound lanes for 24 hours. There is large police and emergency response.
